
Students entering the Merchant Marine Federal License programs may apply for midshipman status and participate in the Maritime Administration's Student Incentive Payment (SIP) program. This program offers students who wish to obtain an unlimited U.S. Coast Guard/Merchant Marine License an opportunity to also receive a commission in the U.S. Naval Reserve. Payments are $4000 per academic year for a total of not more than $16,000. SIP payments begin in the sophomore; the freshman year is paid retroactively. Participation in several Naval Science classes and physical fitness testing is required.
There is no obligation incurred by the student until the start of the sophomore year. Upon graduation and commissioning, the newly commissioned Ensign must sail on his or her Coast Guard license for at least four months of every consecutive two year period or be employed in a maritime related job for a total of six years.
Military Requirements include participation in two weeks active duty training each year for six years and remaining in the Inactive Reserve for an additional two years. Employment in a maritime related industry (such as a shore based power industry) is authorized by the U.S. Maritime Administration. Optional activation into the U.S. Armed Forces for a minimum of three years also completes the obligations.
